E-bikes, scooters and sidewalks: What Washington law says about kids' rides to school

Residents in northeast Thurston County have raised concerns about students on e-bikes, motorized bikes and scooters zipping along sidewalks near schools. Here's what state and local rules allow, and what changed this year for the fastest machines.

Residents in northeast Thurston County have raised concerns about students riding e-bikes and scooters on sidewalks near schools. One parent said a teen rider nearly hit her; Sound Neighbors has not confirmed that account. Here's what the rules say.

Bikes and Class 1 or 2 e-bikes. These may generally use sidewalks, but riders must yield to people on foot (RCW 46.61.755 and 46.61.261). Olympia's adopted Model Traffic Ordinance bans sidewalk riding in business districts.

Class 3 e-bikes. These go up to 28 mph. Riders must be 16 or older, and the bikes are not allowed on sidewalks unless there's no alternative or local rules allow it.

Motorized scooters. Barred from sidewalks unless allowed locally, and riders under 16 generally can't operate them. Mopeds are never allowed on sidewalks.

The "motorized bike" problem. A 2026 law (ESSB 6110) says a vehicle that goes faster than 20 mph on its motor alone, or is easily switched past e-bike limits, is no longer an e-bike. Many fall under moped or motorcycle rules instead.

Lights. State law requires a white front light and red rear reflector after dark.

If a rider is putting people in immediate danger, call 911. Non-emergency dispatch: 360-704-2740.
